Provides that each officer or employee in the postal career service of the Postal Service shall be eligible for promotion or transfer to: (1) another position in the Postal Service for which he is qualified; or (2) any other position in the executive branch of the Government of the United States for which he is qualified upon completion of at least one year of continuous employment in the postal career service immediately before such promotion or transfer and subject to such regulations governing such promotion or transfer as the United States Civil Service Commission shall prescribe.
Provides that the Postal Service may not employ attorneys by contract if attorneys may be economically employed on a full-time basis to conduct specified litigation.
Provides that return receipt provided by the Postal Service to a sender of mail showing to whom and when an article was delivered, or to whom, when, and address where an article was delivered, shall be received in the courts as prima facie evidence of the delivery. Amends 39 U.S.C. 1006; adds 39 U.S.C. 413
Exempts from specified overtime provisions of the Fair Labor Standards Act rural letter carriers covered by an authorized collective bargaining agreement.
