A bill to implement the Convention on the International Regulations for Preventing Collisions at Sea, 1972.
International Navigational Rules Act - Authorizes the President to proclaim the International Regulations for Preventing Collisions at Sea and amendments thereto, which shall have the effect of enactment by statute. Permits the Congress to disapprove the proclamation of such an amendment.
Makes such International Regulations applicable to all vessels, public and private, subject to the jurisdiction of the United States while upon the high seas or in water connected therewith by seagoing vessels, and all other vessels when on waters subject to the United States. Exempts vessels in the harbors, rivers, and other inland waters of the United States, and vessels in the Great Lakes.
Authorizes the Secretary of the Navy to promulgate special rules with respect to additional station or signal lights or whistle signals for specified ships; and authorizes the Secretary of the department in which the Coast Guard is operating to promulgate special rules with respect to additional station or signal lights for fishing vessels in a fleet.
Authorizes the Secretary of the department in which the Coast Guard is operating to promulgate reasonable rules and regulations to implement this Act and the International Regulations.
Subjects operators and vessels to a $500 civil penalty for violations of this Act or regulations thereunder.
