Establishes the Office of Inspector General in the Department of Health, Education, and Welfare. Provides that the Inspector General Shall be appointed by the President with the advice and consent of the Senate.
Provides that the Inspector General shall investigate each program administered by the Department of Health, Education, and Welfare in order to determine if such program is administered in compliance with applicable laws and regulations and to recommend corrections of deficiencies in such program.
Requires the Inspector General to report annually to Congress and the Secretary of Health, Education and Welfare.
Provides that the Inspector General may secure any information that he deems necessary from any agency of the Federal Government. Gives the Inspector the power to hold hearings and issue subpenas as necessary to gather information.
Authorizes the appropriation of such sums as may be necessary to carry out the provisions of this Act.
