Provides that no civil penalty may be assessed with respect to the initial issuance of a citation for any violation of the Occupational Safety and Health Act. States that if the employer does not correct any such violation within a specified time period, the Secretary of Health, Education, and Welfare may conduct such inspections and issue such citations necessary to assure the abatement of the violation.
