A bill to amend title 5, United States Code, to provide that employees subject to certain pay limitations shall be credited, for civil service retirement and life insurance purposes, with the pay they would have received if such pay limitations were not applicable, and for other purposes.

Provides that supergrade employees in the Federal Civil Service and specified other Federal employees whose pay is subject to a special statutory limitation shall be credited, for civil service retirement purposes, with the full amount of the basic pay they would be entitled to receive in the absence of such limitation.
