A bill to amend the Small Business Act to provide that a small business concern shall include a nonprofit organization providing economic benefit or valuable service to its members.

Modifies the definition of "small business concerns" under the Small Business Act to include nonprofit organizations which provide economic benefits or valuable services to members and which possess financial structures and prospects which provide a reasonable assurance of ability to meet financial obligations.
