A bill to authorize the Secretary of the Interior to designate a segment of the New River Gorge in West Virginia as a component of the National Wild and Scenic Rivers System.

Authorizes the Secretary of the Interior, upon determining that appropriate State and local officials have taken adequate protective measures, to designate a specified segment of the New River Gorge, West Virginia, as a component of the National Wild and Scenic Rivers Systems.

Prohibits the Federal Power Commission from licensing the construction of any project works under the Federal Power Act and any water resources project, which would adversely affect the desirability of so designating such segment. Establishes time limits for such prohibition.
