Authorizes the Secretary of the Army, acting through the Chief of Engineers, to replace locks and construct a new dam on the Mississippi River at Alton, Illinois, at an estimated cost of $391,000,000. Authorizes the Secretary to provide for wildlife mitigation and recreational activities in connection with such project.
Authorizes a joint study by the Secretary of the Army and the Secretary of Transportation of alternative solutions to freight transportation requirements for the Upper Mississippi and Illinois waterway system.
Stipulates that nothing in this Act shall be construed as authorizing the construction of a 12-foot channel above Alton, Illinois.
