A bill to eliminate prevented planting payments to cotton farmers able to plant cotton or other nonconserving crops on their cotton allotments.

Amends the Agriculture Act of 1949 to eliminate prevented planting payments to cotton farmers who are able to plant nonconserving crops other than cotton on their cotton allotments.
