A bill to provide that mining companies may not discharge certain asbestos fibers except on land and in a manner provided by the Secretary of the Interior.

Prohibits mining or related operations from discharging amphibole asbestos fibers except on land and in accordance with regulations promulgated by the Secretary of the Interior.

Imposes a civil penalty of up to $1,000 per day for violations of requirements imposed under this Act.
