A bill to amend the Social Security Act to require States to prepare and implement contingency plans to insure that unemployment benefits will be promptly paid in periods of high unemployment.

Amends Title III (Grants to States for Unemployment Compensation Administration) of the Social Security Act to require States to adopt, and implement when necessary, plans to insure that unemployment benefits will be paid promptly in periods of high unemployment.
