A bill to prohibit the acquisition by the United States of lands used for migratory bird conservation unless such acquisition is approved by the voters of the county in which the lands are located.

Amends the Migratory Bird Conservation Act to require as an additional condition for the purchase or rental of lands by the Secretary of the Interior for migratory bird sanctuaries, the approval of the voters of the county in which such lands are located.
