Amends the Federal Nonnuclear Energy Research and Development Act of 1974 to authorize the Administrator of Energy Research and Development to enter into cooperative agreements for the development of a modular facility for the conversion of oil shale to synthetic fuels. Stipulates that the Federal share of the cost for such project shall not exceed 75 percent.
Authorizes the sale of Federal interest in such project following the successful demonstration to the original applicant.
