Provides, under the Hazardous Materials Transportation Control Act, that the Secretary of Transportation shall issue regulations requiring placarding on specified vehicles transporting hazardous materials in interstate and foreign commerce.
Requires that such regulations shall, to the maximum extent possible, require a uniform system of placarding vehicles in such a manner as will enable law enforcement officers, firefighters, carriers, and shippers to identify the type of hazardous material being transported, the degree of hazard involved, and any particular procedure which should be followed or avoided in dealing with emergency situations.
