A bill to amend certain laws affecting personnel of the Coast Guard.
Amends laws relating to the Coast Guard. Defines "promotion year" as commencing on July 1 of each year and ending June 30 for purposes of considering Coast Guard personnel for promotions. Requires the Commandant of the Coast Guard to submit to Congress a report in April of each year (previously January) regarding the operations and expenditures of the Coast Guard during the preceding fiscal year.
