A bill to amend chapter 19, title 38, United States Code, so as to provide a statutory total disability for insurance purposes to any veteran who has undergone kidney or hear transplant or anatomical loss or loss of use of both kidneys.

Provides that, without prejudice to any other cause of disability, the anatomical loss or loss of use of both kidneys, or the surgical transplant of the heart or kidney, shall be deemed total disability for veterans' insurance purposes. (Amends 38 U.S.C. 714)
