A bill to amend the Social Security Act to require the Secretary of Health, Education, and Welfare to give Congress advance notice of proposed regulations relating to certain costs, expenditures, or reimbursements, of the fixing of certain rates or charges, under provisions of that act.

Directs the Secretary of Health, Education, and Welfare, under the Social Security Act, to notify the Committee on Ways and Means of the House of Representatives and the Committee on Finance of the Senate of any proposed health care regulation at least 60 days before the initial publication of a general notice of rulemaking with respect to such a regulation.
