Authorizes appropriations, under the Environmental Quality Improvement Act of 1970, for the operations of the Office of Environmental Quality and the Council on Environmental Quality, as follows: $2,000,000 for fiscal year 1976; $500,000 for the transition period through September 30, 1976; $3,000,000 for fiscal year 1977; and $3,000,000 for fiscal year 1978.
