A bill to impose certain safeguards on investigations carried out by Federal agencies.

Provides that in investigations, carried out by Federal agencies, there shall be notice given to persons from whom information, records, papers or other matter is sought that such person has the right to refuse to provide such material, and has the right to have his attorney present at the subsequent discussion with a Federal officer or employee.
