Authorizes the payment of fees at the expense of the United States for civilian counsel and other expenses connected with the defense of members of the Armed Forces charged with offenses committed while engaged in other hostilities.
Includes among the crimes covered under the Act the maiming, mutilation, torture, or killing of any non-combatant, civilian, or member of an opposing military force.
