Removes the provisions of the Securities Exchange Act prohibiting issuers of municipal securities from furnishing or being required to furnish to the Board of Governors of the Federal Reserve System or to the Securities and Exchange Commission, or to prospect purchasers of securities, information with respect to the issuer.
