Establishes a ten member joint congressional committee known as the Joint Committee on Welfare Reform. Authorizes the joint committee to hold hearings, require attendance of witnesses, and make such expenditures as it deems advisable.
Sets the duties of the joint committee which include: (1) investigation of the operation and effects of the Federal programs of welfare; (2) investigation of the administration of such programs; and (3) investigation of methods for reform of the welfare system designed to eliminate fraud and waste.
Requires the joint committee, not later than six months after enactment of this resolution, to make specific legislative recommendations to both the Senate and the House for the reform of the welfare system.
