Joint resolution to authorize the erection of a memorial on public grounds in the District of Columbia, or its environs, in honor and commemoration of members of the Armed Forces of the United States who served in the Vietnam war.

Authorizes the erection of a memorial in honor of members of the Armed Forces of the United States who served in the Vietnam War.

Directs the Secretary of Interior to select a suitable site on public grounds in the District of Columbia.

Provides that no money belonging to the United States or the District of Columbia shall be expended for the erection of the memorial. Gives the Secretary responsibility for maintenance of the memorial.
