Resolution creating a Select Committee on Children to conduct an investigation and study of social conditions adversely affecting the development of children.

Establishes a Select Committee on Children, composed of fifteen Members of the House of Representatives, to be appointed by the Speaker.

Authorizes and directs the committee to conduct an investigation of the problems of children, including prenatal and postnatal health care, education, legal rights, and any other condition adversely affecting the mental and physical development of children.

Authorizes the committee to hold hearings and to require, by subpena or otherwise, the attendance and testimony of witnesses. Provides that subpenas may be issued under the signature of the chairman of the committee or any member of the committee designated by him.

Requires the committee to report to the House as soon as practicable during the present Congress the results of its investigation, together with recommendations.
