Comprehensive Chronic Illness Act - Provides for a program of health care, custodial care, outpatient care, and homecare for the chronically ill, and for education and training for mental retardation and others who's mental or physical conditions will prevent normal development.
Provides that the Secretary of Health, Education, and Welfare shall make payments on behalf of qualified individuals to qualified institutions providing nursing home care, custodial care, home care, paramedical care, and other kinds of care and services.
Authorizes appropriations of such sums as may be necessary to carry out this Act.
Directs the Secretary to report annually to the President and the Congress on the program under this Act, and to conduct a five-year study on the costs of providing care for the chronically ill and to report the results and recommendations to the President and the Congress.
