A bill to establish a national program for research, development and demonstration in energy technologies and energy conservation and for the coordination and financial supplementation of Federal energy research and development; to conduct a thorough review and assessment of the current status of research and development in energy technologies and energy conservation in both the public and the private sector; to increase efficiencies of energy production and utilization, reduce environmental impacts, develop new sources of clean energy, demonstrate specific technologies and for other purposes.
National Energy Research and Development Act - Title I: National Energy Research And Development Program - Declares it to be the policy of the Congress to establish and maintain a national program of research and development in fuels and energy adequate to meet specified objectives.
Establishes the National Energy Research and Development Board who's member's shall be appointed by the President with the advice and consent of the Senate.
Sets forth the duties of the Board, including: (1) to review the full range of Federal activities in and financial support for energy technologies and energy conservation, giving consideration to research and development being conducted by industry and other non-Federal entities, to determine the capability of ongoing research efforts to carry out the policies established by this Act and other relevant Federal policies, particularly the National Environmental Policy Act of 1969; and (2) to formulate a comprehensive energy research and development strategy for the Federal Government.
Provides that, in evaluating proposed opportunities for particular research and development undertakings pursuant to this title, the Board shall assign priority to types of projects listed in this title.
Sets forth the powers of the Board.
Authorizes the appropriation of $10,000,000 annually for the administrative expenses of the Board.
Authorizes an appropriation not to exceed $250,000,000 for fiscal year 1974, and subject to annual congressional authorizations, $500,000,000 for fiscal year 1975, $750,000,000 for fiscal year 1976, $1,000,000,000 for fiscal year 1977, $1,500,000,000 for fiscal year 1978, and thereafter amounts such as Congress shall determine to carry out the provisions of this title with respect to energy research and development.
