Authorizes the transmission, without cost to the sender, of letter mail to the President or Vice President of the United States, to Federal executive departments and agencies, and to Members of Congress.
Requires the Secretary of the Treasury to transfer to the Postal Service appropriations equivalent to the amount of postage due under this Act. (Adds 39 U.S.C. 3406)
