Provides that nothing in specified titles of the Social Security Act shall be construed to restrict the freedom of a State (with respect to social services the cost of which is shared by the Federal Government) to determine: (1) what services will make available under its State plans; (2) the persons eligible for such services; (3) the manner in which such services are provided; and (4) any limitations on the receipt of such social services.
