A bill to amend the Social Security Act to provide the States with maximum flexibility in their programs of social services under the public assistance titles of that act.

Provides that nothing in specified titles of the Social Security Act shall be construed to restrict the freedom of a State (with respect to social services the cost of which is shared by the Federal Government) to determine: (1) what services will make available under its State plans; (2) the persons eligible for such services; (3) the manner in which such services are provided; and (4) any limitations on the receipt of such social services.
