Authorizes the Secretary of the Army to undertake a program to demonstrate the practicability of extending the navigation season on the Great Lakes and Saint Lawrence Seaway.
Requires the Secretary to submit a report describing the results of such program no later than July 30, 1976.
Authorizes to be appropriated to carry out such program an amount not to exceed $9,500,000.
