Increases the appropriation amounts authorized under the Small Business Act. Expands the authority of the Small Business Administration to make loans to assist small business concerns in meeting regulatory standards. Extends for 2 years (to July 1, 1975) the authority of the Administration to make disaster loans under such Act.
