States that no refiner may fail to offer gasoline to independent marketers and public authorities, as long as such refiner continues to offer gasoline to any controlled marketer of such refiner.
Provides that if, during the period July 1, 1971 to June 30, 1972, more than 90 per centum of the refiner's total sales of gasoline were to controlled marketers of such refiner, he shall publicly offer to sell not less than 10 per centum of his current supply of gasoline to any independent marketer and public authority at any price which is no more than the price at which such refiner sells gasoline to other independent marketers and public authorities.
