New England Regional Development Act - Title I: The New England Regional Commission - Establishes a New England Regional Commission. Sets forth the functions of the Commission, including: (1) the initiation and coordination of long-range overall economic development programs for such region, (2) sponsoring demonstration projects designed to foster regional productivity and growth, and (3) promoting increased private investment in such region. Authorizes the Secretary of Commerce to provide technical and planning assistance to aid the Commission in carrying out its functions under this Act. Sets forth the administrative powers of the Commission. Prohibits any Member of the Commission from participating in any proceeding, application, or other matter in which he has a financial interest. Provides for a fine of up to $10,000 or imprisonment for up to two years for a violation of this provision.
Title II: Administration - Authorizes the Secretary of Commerce to make grants for up to 75 percent of the administrative expenses of local development districts and for research and demonstration projects. Requires the Commission to submit to the Governor of each State in the region and to the President an annual report on the activities carried out under this Act.
Title III: Appropriations and Miscellaneous Provisions - Authorizes annual appropriations of $20,000,000 to carry out the purposes of this Act.
