Directs the Postal Service to maintain a rural delivery service for the free delivery of mail. Requires the Postal Service to extend such service to the driveway or other entrance to the property or residence of each person desiring such service who resides on or near a road which is in good condition, and unobstructed by gates or unbridged streams.
