Summary

Provides, under titles I, X, XIV, XVI, part A of title IV of the Social Security Act, that specified regulations of the Secretary of Health, Education, and Welfare in effect January 1, 1973, relating to grants to States for aid to the blind, aged and disabled shall remain in full force and effect.

States that any regulation promulgated by the Secretary after January 1, 1973, shall be invalid if inconsistent with the above specified regulations.
