States that it shall be the duty of the Secretary of the department in which the Coast Guard is operating to prescribe standards for the removal of discharged oil from private property consistent with the National Contingency Plan.
Requires that the Secretary notify the owner of a facility from which oil is discharged to remove the oil in accordance with the prescribed standards.
Establishes civil penalties for noncompliance with the Secretary's notification.
