Provides that any person who allows his livestock to range and feed upon Indian tribal lands without the consent of the Secretary of the Interior, or otherwise trespasses thereon, shall be liable for a penalty of $5 per day for each animal in trespass, together with the reasonable value of the forage consumed during the period of trespass. Authorizes the Secretary to improved any such livestock.
Authorizes Indian tribal governments to enact laws and ordinances relating to the issuance of traders' licenses on their particular reservation.
