A bill to require the Secretary of Agriculture to carry out a rural environmental assistance program.

Requires the Secretary of Agriculture to make payments or grants of other aid to agricultural producers, including tenants and sharecroppers, in an aggregate amount equal to the sums appropriated therefor during the year with respect to which such payments or grants are made for agricultural conservation programs.
