A bill to amend title 38, United States Code, to enable certain permanently and totally disabled veterans to receive concurrent payments of service-connected disability compensation and non-service-connected pension.

Enables permanently and totally disabled veterans with a service-connected disability of 10 percent or more, to receive concurrent payments of service-connected disability compensation and a non-service-connected pension. (Adds 38 U.S.C. 3104(d))
