Provides that it is the intent of Congress that no law or provision of law of the United States shall be held or considered to prohibit any State from passing any law which provides in substance that such State and the political subdivisions of such State shall, in connection with the purchase of articles, material, and supplies for public use, give preference to those articles, materials, and supplies which have been mined, produced, or manufactured, as the case may be, in the United States.
