A bill to amend title 5, United States Code, to provide for the establishment of a special cost-of-living pay schedule containing increased pay rates for Federal employees in heavily populated cities and metropolitan areas to offset the increased cost of living, and for other purposes.

Provides for the establishment of a Special Cost-of-Living Pay Schedule by the Civil Service Commission containing increased pay rates for Federal employees in heavily populated cities and metropolitan areas having a population of 500,000 or more to offset the increased cost of living.
