A bill to amend the Agricultural Trade Development and Assistance Act of 1954 to provide the United States with the flexibility to carry out the national interest or humanitarian objectives of that act.

Grants to the Secretary of Agriculture the authority to make a determination under the Agricultural Trade Development and Assistance Act as to when the national interest or humanitarian objectives of such Act call for the use of a part of the exportable supply of this Nation's surplus agricultural commodities.
