A bill to amend section 1002(e) of the Federal Aviation Act of 1958 to provide that the Civil Aeronautics Board shall determine the revenue needs of each carrier on an individual basis in any proceeding relating to the establishment of rates for the carriage of persons or property.

Provides, under the Federal Aviation Act, that the Civil Aeronautics Board shall determine the revenue needs of each air carrier solely on the basis of the operations of each such carrier and without regard to revenue needs or rates of return of the air transportation industry as a whole or by classes of air carriers.
