A bill to amend the Clean Air Act to define the term "useful life of vehicles and engines".

Defines, for purposes of the Clean Air Act, the useful life of vehicles and engines in the case of light duty vehicle engines to be a period of use of two years or of 24,000 miles (or the eguivalent), whichever occurs first.
