Provides that nothing in the National Traffic and Motor Safety Act, or regulations pursuant thereto, shall require any motor vehicle to be equipped with any starter interlock system, or any buzzer, light, or other warning system, associated with seatbelts or upper torso restraints, or any similar system requiring the use of such belts or restraints in order to start or operate the vehicle or producing a buzzing, light, or other warning signal if such belts or restraints are not used.
Requires standards to be promulgated by the Secretary within sixty days of enactment of this Act to require that such a starter interlock system, and such a warning sytem, be made available with any new motor vehicles at the option of the purchaser.
