A bill to amend title 23, section 323, of the United States Code to make certain changes in the procedures for donating highway rights-of-way.

States, under provisions of the United States Code relating to highways and donations thereto, that no law shall be construed to prevent a person whose real property is being acquired in connection with a project, after having been advised of his right to just compensation for his property and for any damages, from making a gift or donation of such property to a Federal or State agency.
