A bill to amend the Occupational Safety and Health Act of 1970 to provide that no civil penalty may be assessed with respect to the initial issuance of a citation for any violation of such act.

Provides that no civil penalty may be assessed with respect to an initial violation of the Occupational Safety and Health Act until after the lapse of an abatement period, such period not to be longer than 30 days in the case of a non-serious violation or 15 days in the case of a serious violation.
