Makes changes in the enforcement provisions of the equal employment opportunity sections of the Civil Rights Act of 1964, including that: (1) persons aggrieved, not Civil Rights Commission members, shall file grievances; (2) the Commission shall make its determination within 120 days of the filing of the charge; (3) the conciliation agreement be acceptable to the respondent and aggrieved party instead of the Commission; and (4) the rights to civil actions, of persons aggrieved, against governmental units be eliminated.
