A bill to amend title VII of the Civil Rights Act of 1964 (relating to equal employment opportunity) to make certain changes in the procedures established for determining violations of the provisions of title VII.

Makes changes in the enforcement provisions of the equal employment opportunity sections of the Civil Rights Act of 1964, including that: (1) persons aggrieved, not Civil Rights Commission members, shall file grievances; (2) the Commission shall make its determination within 120 days of the filing of the charge; (3) the conciliation agreement be acceptable to the respondent and aggrieved party instead of the Commission; and (4) the rights to civil actions, of persons aggrieved, against governmental units be eliminated.
