A bill to amend the Social Security Act to provide that every citizen and resident of the United States shall have a social security number.

Provides, under title XI of the Social Security Act, that every citizen and resident of the Unitd States shall have a social security number.

Provides for the issuance of a social security number and card to each child born in the United States or outside the United States to a citizen parent.

Prescribes criminal penalties for willful misrepresentation of information required to be supplied under this Act.
