A bill to amend title II of the Communications Act of 1934 to authorize common carriers subject to such title to provide certain free or reduced rate service for individuals who are deaf or hard of hearing.

Revises the Communications Act by providing that nothing in the Act or in any other provision of law shall be construed to prohibit common carriers from providing free or reduced-rate service necessary for the operation of teletypewriters for personal use to individuals who are deaf or hard of hearing.
